International Business Aviation Council (IBAC)

IBAC is a non-profit council of business aviation associations, co-located with ICAO headquarters in Montreal, where it lists an office on Robert-Bourassa Boulevard. It represents business aviation at ICAO and manages two industry standards, IS-BAO for aircraft operators and IS-BAH for handlers, and offers SMS eLearning in cooperation with FlightSafety International. Its site uses both International Business Aviation Council and International Business Aircraft Council as its name. The pages reviewed do not give a founding year.

IS-BAH, launched in 2014, applies a scaled safety management system and industry best practices to ground handling service providers, naming FBOs and business aircraft handling agencies specifically. IBAC sets out six steps to registration: buy a subscription with the 15-chapter standard and implementation guide, send a representative to an IBAC-approved Fundamentals of IS-BAH workshop, run a gap analysis, develop hazard and risk procedures, build them into manuals and operations, and pass an external audit by an accredited auditor. Registration runs in three stages, and a handler can instead file an annual self-declaration of conformity for each location.

Subscription prices are published per operating location and cover the first two years: US$2,750 with US$925 annual renewals for a single-station operator, US$2,350 and US$800 for organizations with 2 to 40 stations, and US$2,000 and US$675 above 40 stations. The subscription includes the standard, protocols, implementation guide and audit programme manual. IBAC lists accredited auditors and Programme Support Affiliates for handlers that want help, and publishes the list of IS-BAH registered organizations.
