Part 135 certificate holders and §91.147 air-tour operators must have a Safety Management System in place and file their declaration of compliance with the FAA no later than May 28, 2027 (Safety Management Systems final rule, 89 FR 33068, effective May 28, 2024). Part 21 design/production approval holders share the date.
